A man authorities say is known by local children as the “Candyman” was arrested at a Houston elementary school and is being charged with online solicitation of a minor following an investigation by Constable Mark Herman’s Office
On Friday, May 8, the agency launched an investigation in a neighborhood near West Road and Gessner Road after responding to a telephone harassment complaint involving a 13-year old female and an unknown suspect, later identified as Brian Blaine, 65, Herman said at a Monday news conference streamed by KHOU.

A parent of the girl told detectives Blaine had sent her sexually-explicit text messages, according to the constable.
Precinct 4 undercover detectives took the child’s phone and began a dialogue with Blaine, who continued to send sexually explicit text messages to who he thought was the underage girl and arranged to meet her Friday evening at a local elementary school in Harris County, Herman said.
“He (Blaine) agreed to have sex with her and basically was in the process of grooming this 13-year old child,” Herman said.
When Blaine arrived at the school he was under surveillance, and undercover units arrested him in the parking lot.
Detectives learned that Blaine was known as the “Candyman” because of he would often hand out candy to the kids in the neighborhood, according to Herman.
He said investigators are looking into whether Blaine may have targeted other children based on information provided by the 13-year old, who lives in Harris County and had been with a group of friends when they met the Blaine in the Village of Grogan’s Mill subdivision, which is in Montgomery County.
“She and a few girls were walking down the street and this guy approaches them, they start having dialogue,” Herman said.
Blaine was booked into the Harris County Jail and has been charged with online solicitation of a minor, a second-degree felony. His bail was set at $200,000 out of the 184th District Court.
Herman’s office and the office of Montgomery County Precinct 3 Constable Ryan Gable are investigating Blaine’s activities in both counties, Herman said.
The constable’s office is urging parents to talk to their children and contact the agency or other local law enforcement if they suspect their child could have been contacted by Blaine or if they have information about the case.
