HARLINGEN, Texas — U.S. Immigration and Customs Enforcement (ICE) officers have arrested Cesar Mendoza Hernandez, a Mexican national with a history of criminal activity and a 1986 final removal order. Hernandez, who has been convicted of voluntary manslaughter, carrying a concealed weapon, property theft, criminal mischief, and illegal re-entry into the United States three times, still faces local charges of aggravated assault with a deadly weapon.
